PL. 01 — THE OBLIGATION / L’OBLIGATION
MAINTENANCE LOGBOOK — MANDATORY
Your maintenance logbook, ready for Loi 16.
No binder. No spreadsheet. No last-minute scramble.
Every divided co-ownership in Quebec must keep a maintenance logbook. Access builds yours out of the work you already do in the building — each completed job records itself.
PL. 02 — WHAT THE LAW REQUIRES / CE QUE LA LOI EXIGE
What the syndicate must be able to produce
The logbook is not a free-form document. Its contents, upkeep and review are all prescribed.
A maintenance logbook kept current
CARNET D’ENTRETIEN
Required by the Civil Code of Quebec (art. 1070.2).
An inventory of building components
INVENTAIRE DES COMPOSANTES
Roof, elevator, plumbing, HVAC, envelope — with condition and age.
A record of interventions
REGISTRE DES INTERVENTIONS
What was done, when, and by whom — durably retained.
The building’s documents
DOCUMENTS DE L’IMMEUBLE
Plans, specifications, inspection reports, warranties.
A professional attestation
ATTESTATION PROFESSIONNELLE
Signed by a member of a recognized order (OIQ, OAQ, OTPQ, OEAQ).
A periodic review
RÉVISION PÉRIODIQUE
The logbook is reviewed every five years — up to ten for smaller or lower-rise buildings.
Summary provided for information only. It does not replace advice from your professional or legal counsel.
PL. 03 — THE LOGBOOK IN ACCESS / LE CARNET DANS ACCESS
It keeps itself, because it is wired to your work
Most logbooks die because someone has to fill them in by hand. In Access, a completed job becomes a logbook entry — no double entry.
- Component inventoryBuilt from a catalogue matched to the building type; you correct it rather than invent it.
- Automatic entriesA closed work order writes itself into the record, dated, with the supplier.
- Compliance indicatorWhat is documented, what is missing, and how long is left before the deadline.
- Attached documentsPlans, reports and warranties filed against the component they belong to.
- Whole portfolioThe organisation’s administrator sees the compliance status of every building at a glance.

PL. 04 — SYNDICATE FINANCES / LES FINANCES DU SYNDICAT
BALANCE AGEING
In Quebec the syndicate holds a legal hypothec on the fraction of a co-owner more than 30 days in default. You still have to know which ones.
Fees, funds and arrears in one place
The logbook documents the building. The books fund what it predicts. Both live in the same system.
- Three-fund budgetOperating, contingency and self-insurance funds, adopted and tracked separately.
- Fees by quote-partMonthly fees are calculated per unit from its share — no spreadsheet.
- Fee collectionPre-authorized debit: the payment records and reconciles itself.
- Arrears and legal hypothecAccess ages every balance and flags units eligible for the legal hypothec.
- Statements of accountOne statement per unit, French or English, ready to send.
PL. 05 — THE REST OF THE BUILDING / LE RESTE DE L’IMMEUBLE

Access started in access control. Buildings that use it for compliance use it for the everyday too.
